Felicitas Phildor: In oklahoma you can register, insure, and legally operate a motorcycle as long as you're 14 years old and it's between 125 and 250cc. You can't use it on a highway, though. The test is written, much like a learner's permit test and is administered after watching a 45 minute instructional/safety video. You can get one anywhere you get a driver license (Jenks, 36th St North, etc.)
